DEADLINE FOR APPLICATION FOR RADIO LICENSE EXTENDED IN FIVE (5) MUNICIPALITIES OF THE REPUBLIC OF KOSOVO

The Independent Media Commission (IMC) pursuant to Article 21, 22 and 23 of the Law No. 04/L-44 on the IMC, announced a public competition on 27 September 2019 for the issuance of licenses for radio broadcasting, for seven locations in the Republic of Kosovo. The competition will be open until 27 October 2019. IMC has received applications that arrived by this deadline, but for most locations, there have been no applications submitted at all.

Based on this situation, IMC, with purpose of creating a genuine competition in all locations where free radio frequencies have been announced, has extended the deadline until 8 November 2019, at 16:00, while all the criteria of the public competition for radio license application remain unchanged.

Applications submitted so far remain valid for this process.

The municipalities for which the announcement of free frequencies for the licensing of radio stations will be made, according to the requests and needs of the citizens of the Republic of Kosovo, are presented as follows:

The call for applications will remain open until 8 November2019, at 16:00.

Application Procedures and Criteria

The procedures for applying for an IMC license, as well as for setting qualifying and competitive criteria to participate in this public competition are mainly based on Article 22 of Law on the IMC and bylaws.

According to Law on the IMC, namely Article 22 paragraph 4, points 1,2,3,4 and 5 the criteria which the IMC will consider for the evaluation of applications submitted for broadcasting license are as follows:

capacity to develop its own program;

origin and extent of the applicant's financial resources;

financial feasibility of the applicant’s proposal;

technical capacity of the applicant to provide quality broadcasting;

need to provide a diverse programme to all citizens of Kosovo;

Detailed criteria and other necessary conditions for completing and submitting the application for IMC license can be found in the basic application documents as well as in the bylaws, listed as follows:

  Application Form;

  Regulation IMC-2017/02 on Audio and Audiovisual Media Service Providers;   

  Regulation IMC-2017/06 on the Annual License Fee.

Also, the License Application Form can be obtained in person from the IMC Executive Office and at the same time, applicants can be informed of the application procedures.

All attached documents, which will be an integral part of the application, must be original, or the same must be notarized by the notary (where applicable);

The answers should be as detailed as possible and each answer should be listed according to the questions based on the number/letter of each point presented in this application. The application must be completed based entirely on the bylaws presented above.

Applications, as well as all supporting materials, will be accepted only in Albanian or Serbian, in accordance with the Law on Official Languages in the Republic of Kosovo.

The evaluation of applications received within the deadline set by the IMC will be done based on Regulation 2014/02 on the Evaluation of IMC License Applications.

It is preferable to ask any questions you may have about the application process in writing, by contacting the Licensing Department within the Executive Office of the Independent Media Commission. Applications must be submitted in 2 hard copies to the following address:
