The Independent Media Commission (IMC) held its fourteenth regular meeting for 2019 on 24 December 2019, chaired by the IMC Chairman, Mr. Muja FERATI.
The Commission initially approved the agenda of the meeting and then the minutes from the last meeting.
In the course of the meeting, the IMC Commission examined several requests in licensing cases, respectively requests for radio licensing according to the public competition for the issuance of licenses for radio broadcasting, for seven locations in the Republic of Kosovo: Prishtina 3 regional frequencies, Peja 1 local frequency, Gjakova 1 local frequency, Istog 1 local frequency and Elez Han 1 local frequency.
The competition was announced on 27 September 2019 and has been open until 27 October 2019. IMC had received applications that arrived by this deadline, but for most locations, there were no applications submitted at all. Based on this situation, IMC, with purpose of establishing a genuine competition in all locations where free radio frequencies have been announced, has extended the deadline until 8 November 2019. Evaluation of applications received within the deadline set by the IMC is done based on the IMC legislation, respectively Regulation 2014/02 on the Evaluation of IMC License Applications. Following the process of evaluating applications, the Commission has considered in today's meeting the recommendations of the Executive Office for licensing cases, listed as follows:
Decision on radio licensing - regional category - AAB Radio, Prishtina
Decision on radio licensing - regional category - Club FM, Prishtina
Decision on radio licensing - regional category - Radio Clasic FM, Prishtina
Decision on radio licensing - local category - Radio Criteria, Gjakova
Decision on rejection of the application for radio licensing - local category - Peja
Decision on rejection of the application for radio licensing - local category, Istog
Decision on rejection of the application for radio licensing - local category, Elez Han
After considering the recommendations of the Executive Office for each of the licensing cases, the Commission approved all those applications which met the IMC legal criteria. Whereas it decided to reject all those license applications, which did not meet the legal criteria.
In the course of the meeting, the Commission discussed the amendment of some of the IMC regulations. After the discussion, the Commission in principle decided that as of 15 January 2020, the following draft regulations will be put up for public discussion:
