In the framework of the project "Horizontal Facilitation II for the Western Balkans and Turkey II", a two-day training on monitoring election campaigns in audio-visual media services was held for IMC officials.
The training aims to provide the officials of the IMC, in particular the staff of the Monitoring and Analysis Department and the Legal Department with additional and complementary knowledge and information on local legal standards in the field of election monitoring and tools for exercising their responsibilities. .
Issues of violation of the rules of electoral silence and the manner of identifying such cases as well as other political, legal and regulatory aspects regarding electoral silence were discussed.
Furthermore, a summary of the rules in force in the Council of Europe member states and concrete examples of how paid advertising is regulated were discussed among the participants and experts of the Council of Europe.
This training also addressed misinformation and misinformation during the election period, disruption of information in the digital environment and its implications for political / election campaigns. Experts have also elaborated on the impact of social media and the internet on electoral processes and monitoring challenges.
This training is part of the project "Horizontal Facilitation II for the Western Balkans and Turkey II", a cooperation initiative co-financed by the European Union and the Council of Europe and implemented by the Council of Europe. The project aims to help Beneficiaries in the Western Balkans region and Turkey to comply with Council of Europe standards and the European Union acquis as part of the enlargement process in relevant areas.
