Announcement from the meeting of the Independent Media Commission

The Independent Media Commission (IMC) on July 15, 2024, under the leadership of the Chairman of the IMC Mr. Jeton Mehmeti has held the seventh regular meeting for this year. In this meeting, the Commission has dealt with several agenda items such as: the review of the Quarterly Work Report, the Reports of the four subcommittee chairpersons, the Report on the 2024 objectives, the Report on the Simplification and Harmonization of Permits and Licenses in IMC and two licensing requests.

After the approval of the agenda and the report of the Chief Executive Officer, the Commission has reviewed and approved the quarterly work report of the IMC for the period April - June 2024. This report includes detailed data on the activities and achievements of the IMC during this period quarterly.

In continuation of the meeting, the heads of the subcommittees also reported on all their activities since the beginning of the work.

The chairman of the Subcommittee for the revision and coordination of the frequency plan with the countries of the region presented the work report with the progress made and the challenges encountered in the work of coordinating the frequency plan.

The chairperson of the Subcommittee for the assessment of the debts of IMC licensees and the review of mechanisms for increasing the efficiency of debt collection, presented a detailed summary of the current state of debts of IMC licensees as well as concrete recommendations for improving the situation. .

The Chairman of the Subcommittee for the review and standardization of procedures related to the change of ownership of IMC licensees also presented a report on the work of this subcommittee. This report includes recommendations for improving existing procedures and ensuring the implementation of legal obligations for licensees regarding change of ownership.

The Chairman of the Subcommittee for the analysis of the legal obligations of the IMC derived from the Copyright Law and the by-laws of the IMC also reported on the implementation of these obligations and the legal challenges that have arisen during the work, including the engagement of the IMC - in the process of facilitating the agreement between the VAPIK Copyright Association and the distribution operators. 

The Commission also discussed the Report on the objectives achieved in the first six months of 2024 as well as a report of the Licensing Department, related to the simplification and harmonization of permits and licenses in the IMC. While he postponed for the next meeting the point of discussion on the budget expenses in the first six months, the 2025 budget planning and the requests for increase of the employees of the IMC.

According to the agenda, the Commission has considered two cases of the nature of licensing: a request for a license for OSHMA NTV with transmission through distribution operators, where it was announced that the applicant NTV has withdrawn from the request for a license, while the request for a change of license category from Radio Star, has been postponed for decision-making in another meeting after the IMC has received a complaint from another radio about the interference being caused by Radio Star, for which the Commission has requested that measurements be made in the field. .  The commission has also postponed three legal cases that were on the agenda for consideration in the next meeting: Paper Radio, TV Dukagjini and TE 7.
